Assam Pragyan Bharti Scooty Scheme 2025
The Government of Assam introduced the Pragyan Bharati Scheme in 2020 with the aim of promoting academic excellence among Higher Secondary students. Through this initiative, students who score 80% or above in the Higher Secondary Examination conducted by the Assam State School Education Board (ASSEB) are awarded scooters. This scheme is popularly known as the Assam HS Scooty Scheme throughout the state.
On 8th May 2025, the Higher Education Department of Assam issued an official notification highlighting the eligibility criteria for the Dr. Bani Kanta Kakati Merit Award, which falls under the Pragyan Bharati Scheme. As per the notice, students securing 80% or more in the Assam HS Final Examination results will be eligible to receive this award. The scheme is designed to support deserving students and encourage further educational growth.

Note: Students who have completed their HSSLC from boards other than the Assam State School Education Board (ASSEB), formerly known as AHSEC, are not eligible for this scheme, regardless of their percentage.
Resident Criteria: Applicant must be a permanent resident of Assam.
Further Studies Requirement: The student must be pursuing studies beyond 10+2. Students studying outside Assam are also eligible if they hold a valid Permanent Resident Certificate (PRC) of Assam.
Award Distribution Date: Date not fixed yet.
Application Process: The application process is completely offline in the last and recent years, But with the commencement of the New Guidelines,the application process will be completely online.
Documents Required: Students must submit the required documents, including their Higher Secondary Exam result and a valid PRC for students from outside Assam.
Note: As PRC is unusual. Aadhaar Card/UID can be used as it's alternatives.
Assam Pragyan Bharti Scheme New Eligibility 2025
Note: Other boards are not eligible
◾Students appearing under the betterment or reappearance categories are not eligible.
◾Applicants must be permanent residents of Assam.
◾Students pursuing studies outside Assam are also eligible, provided they hold a valid Permanent Resident Certificate (PRC) (AADHAAR can be used) of Assam.
Note: As per new guidelines the scheme is application-based, and offline applications will not be accepted.
Procedure for Obtaining Scooty
The Dr. Bani Kanta Kakati Merit Award under the Pragyan Bharati Scheme is provided to eligible students who meet the required criteria. Below is the step-by-step procedure to obtain the scooty once you qualify:
Note: This procedure are based on real life experience, with the time the procedure might be changed.
1. Merit List Announcement: The Directorate of Higher Education (DHE), Assam, will release a merit list of students who have secured 80% or more in the HSLC Examination 2025.
2. Certificate Collection: Eligible students must collect the Dr. Bani Kanta Kakati Merit Award appreciation certificate from the respective principal, as instructed by the school authorities.
3. Dealer Notification: After completing the above steps, students will be notified by the dealer. Once notified, they can proceed to the dealer to collect their scooty

Assam Pragyan Bharti Scooty Mariy List
The Directorate of Higher Education, Assam, has not yet released the official list of beneficiaries for the Dr. Bani Kanta Kakati Merit Award under the Pragyan Bharati Scheme. The merit list has been published for the session 2024-25. Eligible students can be able to download it directly from the official links provided below.

Note: The above-mentioned merit list is not the official Pragyan Bharti Scooty Scheme beneficiary list. It is a provisional list prepared solely for identifying students who have secured 80% and above in HS 2025.
The final beneficiary list for the Pragyan Bharti Scooty Scheme will be published separately and officially by the concerned authority in due course.
Appreciation Certificate Distribution Schedule
As of now, there is no official notification regarding the distribution of appreciation certificates for 2025. Once the merit list is released, the exact date for the distribution of appreciation certificates will be announced. Based on previous years (2023-2024), the distribution typically occurred around 30th November. Students are advised to stay in contact with their institutions for further updates.
District-Wise Scooty Distribution Schedule
The official district-wise distribution schedule for the Assam Scooty Scheme 2025 has not been released yet. In the previous year 2023 the scooter distribution process commenced from 30 November 2023. Students are advised to stay updated and wait for the official notification regarding the exact dates.
How to Apply for Assam Pragyan Bharti Scooty Scheme
The application process for the Dr. Bani Kanta Kakati Merit Award under the Pragyan Bharati Scheme will begin with the
Assam State School Education Board (ASSEB) uploading a list of students who scored
80% or more in the H.S.S.L.C. Examination 2025. This list will be available on the
Directorate of Higher Education (DHE) website. Eligible students will need to fill out an online application form, as offline applications will not be accepted.
Nodal Principals will be appointed to oversee the distribution process. They will collect the Appreciation Certificates from DHE, verify student details, and coordinate the distribution of scooters. The government will cover the scooter’s registration and insurance costs, which students will not need to pay. A helmet will also be provided free of charge to the beneficiaries.
In case of a student’s untimely demise, the legal guardian may choose to collect the scooter. Female students who opt out of the Dr. Bani Kanta Kakati Merit Award may apply for the Nijut Moina Scheme instead.
This process will be entirely online, and there will be no offline applications accepted, as per the new guidelines so based on new guidelines the application form link will be made available once application process starts.
The Dr. Bani Kanta Kakati Merit Award application process will be online this year. Eligible students must apply through the DHE website. Offline applications will not be accepted.

Can a student avail both the Bani Kanta Kakati Award and Nijut Moina Scheme?
No, students receiving the Bani Kanta Kakati Merit Award are not eligible for the Nijut Moina Scheme. However, a girl student may opt out of this award and instead apply for the Nijut Moina Scheme if she wishes.
