3. Nationality/Citizenship :
- Citizens of India.
- Subjects of Nepal or Bhutan.
- Tibetan refugees who arrived in India before 1st January 1962 with the intention of permanent settlement.
- Persons of Indian origin who migrated from Pakistan, Burma, Sri Lanka, or certain East African countries with the intention of permanent settlement in India, subject to an eligibility certificate issued by the Government of India.
